“We believe that such initiatives are building blocks of a true inclusive recovery process in Ukraine,” an official for the UNDP said.

Earlier this month, Ukraine’s government approved a decision to shoehorn veterans’ benefits and services only on their digital ID service Diya (Diia), receiving admiration from the United Nations.

Last week, the Ukrainian government explained the change in a post on their official government portal:


The government has approved changes to the legislation, which will allow to have only a digital veteran’s ID card in Diya without having a paper one. Further, the changes must be adopted by the Parliament.

Currently, a paper ID card is mandatory, and a digital ID card is issued at the request of the veteran. In the future, the electronic document will be created automatically, and the physical document will become additional.

Certification in Action significantly speeds up the delivery of services and improves the quality of service to veterans and their families. The document can be checked by QR code in just one click. This protects against counterfeit or outdated paper documents. Certificate in Diya is always at hand, it cannot be forgotten, lost or damaged.

We will remind, in 2 weeks after the launch of the veteran’s card in Diya, it was already generated more than 173 thousand times. So the document is in demand and generally helps to shape the perception of digital analogues as a normal part of life.

We are waiting for the Parliament to approve the changes.


The move was jointly constructed with the aid of United Nations Development Programme (UNDP), and additionally funded supplemented by Sweden. UNDP noted in a blog post: ‘the UNDP and Sweden provided technical support for the launch of initiatives to provide grants to veterans to develop their own businesses within the framework of the eRobota programme, for an educational and grant programme called “Trajectory” for veteran entrepreneurs starting up and developing a business, and for the provision of financial assistance from the Red Cross of Ukraine for veterans who received a disability resulting from the war.’

Mykhailo Fedorov, Deputy Prime Minister for Innovation, Education, Science and Technology; Minister of Digital Transformation of Ukraine, said in a statement:

From now on, more than 1 million Ukrainians can use an electronic identity card in various life situations — from obtaining a mortgage to receiving social services. This eliminates the need to carry a paper version of the document.

We’re working on the digitalization of services to minimize bureaucracy in the army and make the interaction between the military and the state as convenient as possible.

UNDP Deputy Resident Representative in Ukraine Christophoros Politis also noted:

Our efforts are focused on securing, together with partners from the government, the civil society and the private sector, necessary conditions and put in place most effective tools to make it easier for veterans to access and receive public services.

The launch of an electronic ID card, developed with support from Sweden, is one such instruments, designed to simplify and optimize the interaction between the state and veterans and their family members. We believe that such initiatives are building blocks of a true inclusive recovery process in Ukraine.

Before the war started, Ukraine was already looking to become a new hub and center for digital development, including things such as the digitalization of all paper and physical documents, assets, and digital IDs and vaccine passports, among a number of other things.

The UNDP added: ‘In 2024, applicants sent a record number of applications through this tool – 500. In a strategic partnership with the Government of Japan, the UNDP also supported the Ministry of Veterans in the implementation of the new state veterans policy, aimed, in particular, at forming and implementing the “Transition” system for the transition of veterans to civilian life, which includes a corresponding electronic service on the e-Veteran portal.’
