Earlier this month German arms manufacturer Rheinmetall announced that they will be building an armored vehicle and tank plant in Ukraine, set to open in a few months, which they say will be able to manufacture 400 or so tanks annually.
The facility will be located in Western Ukraine, jointly operated by Rheinmetall and Ukrainian state weapons firm Ukroboronprom.
[Ukrainians] have to help themselves. If they always have to wait [for] Europeans or Americans [to] help them over the next 10 or 20 years – that is not possible.There are a lot of factories at the moment which are producing military goods [in Ukraine]. It is just another one, and we can protect that also.
CEO Armin Papperger told CNN
These plans were made open back in March, which caused Russian Security Council deputy chairman Dmitry Medvedev to state on social media that Russia would destroy this plant as well.
Last week Russian Foreign Ministry spokeswoman Maria Zakharova said that they will treat this as a legitimate military target.
Such a facility, if built, will be considered a legitimate military target for the Russian armed forces, along with any other Ukrainian defense industry facilities.
She said
But Papperger told Bild that he is not dissuaded and plans to build the facility will continue as normal.
We will not be dissuaded from helping [Ukraine], [and that Ukraine’s troops have] effective capabilities to defend [themselves] against attacks on sensitive targets.
He said
Mark F. Cancian, senior advisor at the Center for Strategic and International Studies in Washington, told Defense News that these goals are lofty and unrealistic, adding that the U.S. produces roughly 100 new tanks a year. He further noted the $215 million price tag to build the plant is insufficient.
The Ukrainian Army, in contrast, had a total of about 800 before the war erupted. Assuming a lifespan of about 20 years, that requires procuring around 40 tanks a year, not 400.
