The short, three-page resolution was first introduced by Rep. Derek Kilmer (D-WA), and joined along with Reps. Brad Wenstrup (R-OH), William Timmons (R-SC), and Emanuel Cleaver II (D-M), proposes “an amendment to the Constitution of the United States to temporarily fill vacancies in the House of Representatives to further the continuity of Congress.”
The Washington Post first reported on the proposal, citing the potential for a “mass-casualty” event that could lead to vacancies in Congress. The paper wrote:
Imagine the unthinkable: a mass shooting of members of Congress that leaves a large swath of the country unrepresented and shifts the balance of political power in Washington.
In the current political environment, such an outbreak of violence is not as unthinkable as it used to be, according to a bipartisan collection of House members. The attempted assassination of members at a congressional baseball team practice in 2017, the violent attack on the U.S. Capitol on Jan. 6, 2021, a dramatic spike in threats against members and, most recently, a possible second assassination attempt against former president Donald Trump highlight the need for Congress to ensure it can continue to govern in the aftermath of mass violence, they said.
[The bill author’s] proposal [seeks] to ensure that Congress can continue its work if a large number of members are killed in a mass attack.
The proposed amendment reads:
SECTION 1. Immediately after taking the oath of office, an individual who is elected to serve as a Representative in the House of Representatives shall provide the House of Representatives with a list of at least five designees to take the individual’s place in the event the individual dies prior to the expiration of the individual’s term of office. The individual shall ensure that the list only contains the names of designees who meet the qualifications for service as a Representative in the House of Representatives.
SECTION 2. In the event of the death of a Representative, the chief executive of the State involved shall, not later than 10 days after the date of the death of the Representative, select an individual from the most recent list of designees provided by the Representative whose seat is now vacant, as provided by section 1, and the Speaker of the House shall immediately fill the vacancy with the individual selected. An individual designated to take the place of a Representative shall serve until another Member is elected to fill the vacancy pursuant to a special election.
SECTION 3. During the period of an individual’s service under section 2, the individual shall be treated as a Representative in the House of Representatives for purposes of all laws, rules, and regulations, including for purposes of section 1. In the event of the death of an individual designated under section 2, the chief executive of the State involved shall select an individual from the most recent list of designees provided by the individual designated under section 2, as provided by section 1, and the Speaker of the House shall immediately fill the vacancy with the individual selected.
In a statement to the WaPo, Kilmer said:
We’ve seen a 300 percent increase in threats against members over the last seven years, according to the Capitol Police. In an environment where we have seen a growing tendency toward political violence, imagine — horrifically — a baseball practice where someone has bad intentions and better aim. You can literally flip a majority for three to four months. Which I think is a frightening incentive for political violence.
Wenstrup referenced the 2017 attempted assassination of House Majority Whip Steve Scalise (R-LA) during the congressional baseball game, who said that “was a clear assassination attempt, and he decided to use murder or assassination as a tool for political change. He wanted to wipe out the Republican majority and change the balance of power.”
‘The “continuity amendment” would also deny a would-be assassin the power to flip control of the House from one party to another, Kilmer said. The interim appointee would serve only until a special election could take place,’ the WaPo added.
However, 40 constitutional amendments have been introduced since 1945 but none have passed.
The WaPo added: ‘Enacting a constitutional amendment is difficult, requiring a two-thirds vote of both houses of Congress as well as ratification by three-fourths of state legislatures. The last ratification took place in 1992, when the 27th Amendment was adopted, requiring that any pay raise enacted by Congress for itself may not go into effect until after the next election.’

Leo Hohmann had an interesting take on this, writing:
I expect a major black swan event will take place, possibly before the election or, depending on who wins, before the transfer of power on January 21, 2025. Maybe they have been told to expect an attack in the next year or two or three. We don’t know. But the point is they know it’s a matter of when, not if.
Also don’t forget that some 18 federal agencies have been on a weapons-buying binge for several years now. Even non-law enforcement agencies like the IRS, HHS, the Department of Agriculture and the Small Business Administration have been buying all manner of handguns, body armor, submachine guns and millions of rounds of ammunition.
If there’s one thing I’ve learned from being a journalist for 35 years, it’s that almost nothing happens randomly in Washington, D.C. There’s always a reason. And it’s rarely a benevolent one.
I think this is all very plausible as well. I realize not everything is a “conspiracy,” but I think these people know a lot more than we are privy to, and at the very least they know the masses are nearing their breaking point. Gerald Celente of the Trends Journal says it best: “When people lose everything, and have nothing left to lose, they lose it.” Indeed, the masses are right on the verge of that; and 2025 is going to be a major roller coaster ride: we all feel it in the pit of our stomachs…
Let’s not forget that military analyst group Deagel had forecast that by 2025 the U.S. population would see a 70% drop in the population. Whether that prophecy holds true remains to be seen, but there is no question the United States is headed for an imminent collapse.
