President Joe Biden’s administration is reportedly drafting an executive order that would aid in enforcing a digital identity system, one that would drastically change how typical Americans would access their licenses and paperwork, to payments and social benefits, to the content they are able to access online and more.

Non-profit publication NOTUS reported in an exclusive post that they saw a draft of an executive order that ‘pushes federal and state governments to speed adoption of smartphone-based mobile driver’s license and ID options more widely, stating: “It is the policy of the executive branch to strongly encourage the use of digital identity documents.”’ This digital ID framework would allow documents to be electronically submitted, and in tandem with biometric scans such as facial recognition and palmprints, the IDs would be used to cut down on fraudulent activity and identity theft.

The program ‘would also mandate federal agencies adopt a single government-run identity system, Login.gov, as a gateway to federal websites and offer that system to state and local governments for integration.’

13 states actively allow mobile driver’s licenses (mDLs), but this executive order, if submitted, would then federalize these initiatives and then some.

The Biden administration has purportedly been working on something for some time now, but has delayed moving forward with anything as of yet, NextGov reported in March. Biden hinted at it during his 2022 State of the Union Address in a bid to reduce fraud. Clare Martorana, the federal chief information officer, told Nextgov/FCW in March, “We continue to work in this area very rigorously across government. This is top of mind for all of us. We want to make sure that we accelerate people’s use of digital [to access government], but safely, securely.”

Apparently the 2022 executive order has already been written-up, but the administration was not sure when to roll it out. NOTUS said: ‘One person obtained what they said was the final text of the order from a federal agency this week and provided it to NOTUS. A second person confirmed that many of the provisions matched a summary that had circulated among stakeholders within recent months and that the draft provided to NOTUS incorporated some changes sought by agencies and industry.’

A White House spokesperson said: “Nothing is final until it’s signed by the president.”

According to the draft seen by NOTUS, the order would grant funds to states to help them build those systems and guarantee they are compliant with federal systems.

The mock order also boosts security measures to properly verify the age of someone when accessing certain content, both in the public and private sector. This would allow websites and other restricted content to no longer have to query the age of the user, whereas verifying the unique digital ID of the person would eliminate that.

The executive order would also force government agencies to accept digital IDs when building their websites for the purposes of filing for unemployment or Social Security benefits, and federally-run Login.gov.

However, the draft also instructs government agencies to provide simple alternatives for those who wish not to submit to automated facial recognition scans. NOTUS said: ‘In plans to roll out, Login.gov allows people to have their physical IDs checked at a post office in lieu of the facial scan, while ID.me has a live video call option and in person verification at 650 retail locations. It also bans the sale of biometric data like face scans by government and contractors and prevents governments from using that kind of data for anything other than identity verification.’

In the days following NOTUS’ article, the National Institute of Standards and Technology’s (NIST) subsidiary division, the National Cybersecurity Center of Excellence (NCCoE), partnered with 15 large financial and state institutions, including some tech firms, to research and develop a method of fusing mDLs with financial services.

NIST said in a press release: ‘Collaborators will work with the NCCoE to accelerate the adoption of digital identity standards and best practices by producing reference architectures, representative workflows, and implementation guides to address real-world cybersecurity, privacy, and usability challenges faced by adoption of mDL in the financial sector.’

According to a listing published in the Federal Register that asked for participants to “submit capabilities that aligned with desired solution characteristics for the project,” NIST provided some additional details into the project, which include:


Digital identities are supplementing and supplanting traditional physical identity cards. Customers, consumers of services, law enforcement, vendors, suppliers, businesses, and health care entities may require a method of verifying a person via a mobile device. If these digital identities on mobile devices are to meet the demands of varying use cases, there must be technological interoperability, security, and cross-domain trust. The nascent nature of this technology leaves many challenges to be addressed, including but not limited to:

  • Lack of guidance and governance for identities on devices.
  • Limited capability to evaluate and validate compliant, standards-based deployments.
  • Limited understanding of the privacy and usability considerations.

The goal of this project is to define and facilitate a reference architecture(s) for digital identities that protects privacy, is implemented in a secure way, enables equity, is widely adoptable, interoperable, and easy to use. The concepts of cybersecurity, privacy, and adoptability are critically important to this overall effort and will be interweaved into the work of this project from the beginning. The NCCoE intends to help accelerate the adoption of the standards, investigate what works and what does not based upon current efforts being performed by various entities, and provide a forum/environment to discuss and resolve challenges in implementing ISO/IEC 18013-5 (attended) and ISO/IEC 18013-7 (over-the-internet) standards.

In November 2020, the U.S. Customs and Border Protection (CBP) proposed a new rule that would dramatically expand the use of facial recognition surveillance at the border. The rule was opposed by several branches of the American Civil Liberties Union, the Electronic Frontier Foundation, Fight for the Future, and other rights organizations.

The CBP posted a notice announcing their intention to collect the faceprint of nearly every single non-U.S. citizen who enters or exits the United States. The rule also applies to children. This faceprint will then be stored on a government database for up to 75 years. This data could then be used by the Department of Homeland Security, foreign governments, and federal, state, and local law enforcement to identify individuals for a variety of purposes.

The U.S. Congress has never authorized the government to implement a massive data collection program for faceprints. Additionally, non-U.S. citizens entering the country are already subjected to fingerprint collection.

This 2020 effort was a continuation of policies set forth by the CBP under the Trump administration. In 2017, the CBP announced plans to scan the faces of all flyers exiting the United States.

The only publicly available information on the program came from a privacy impact statement the Department of Homeland Security issued on the program, and a briefing CBP Deputy Executive Assistant Commissioner John Wagner gave to privacy advocates in Washington this week. The CBP envisions a system where airports install cameras at boarding gates to take pictures of all passengers leaving and entering the country. The pictures will have facial recognition software applied to them.

Biden himself continued on Trump’s surveillance state path as part of his own immigration plan.


On top of this, Trump has said that former United Nations Ambassador and former South Carolina Governor Nikki Haley will be a part of his administration in some capacity. He said earlier this year: “Well, I think she’s going to be on our team because we have a lot of the same ideas, the same thoughts. I appreciated what she said. You know, we had a nasty campaign, it was pretty nasty, but she’s a very capable person and I’m sure she’s going to be on our team in some form absolutely.”

I mention this because Haley was campaigning on a digital ID system for the explicit goal of stopping “misinformation” and “antisemitism.”

Whether it’s Trump or Harris, you are getting a digital ID.

The digital ID is needed to facilitate CBDCs and tokenization, something I have repeated over and over; and is what economics Professor Richard Werner, the man who introduced the economic philosophy of “Quantitative Easing” (QE1 and QE2), said is the objective of digital IDs.

There is an argument to be made, and that is the entire Covid scam may have been run in order just to prepare things for the CBDCs and the real goal, or the big prize to them, [are] the CBDCs.

There is one step before then: they need digital IDs.

Werner explained, referencing the vaccine passports that did not make sense, he said, and how that framework is now being used as the basis for the new digital IDs and global health passports; for which they and the CBDCs will be interlinked, he said.
