Costco announced the recent changes on its website:
Over the coming months, membership scanning devices will be used at the entrance door of your local warehouse. Once deployed, prior to entering, all members must scan their physical or digital membership card by placing the barcode or QR Code against the scanner*. Guests must also be accompanied by a valid member for entry.
If you have any questions or concerns, there will always be an attendant at the door to assist you!
*If your membership is inactive, expired, or you would like to sign up for a new membership, the attendant will ask that you stop by the membership counter prior to entering the warehouse to shop. Additionally, if your membership card does not have a photo, please be prepared to show your valid photo ID. We encourage you to stop by the membership counter to have a photo taken to have on your card.
‘The scanner will show the membership status and member photo. Shoppers must also be prepared to show a photo ID if there is no photo on their membership card,’ The Seattle Times added.
Costco locations are scanning Costco membership cards at the entrance to match members to their cards prior to shopping.

Sam’s Club also asks members to show their membership cards when entering but they do not scam them – yet… I imagine more stores will start doing something similar as well, hidden under the guise of theft and fraud, and non-members leaching off the benefits of others. Most will comply.
This is more social engineering for people to get used to the idea of presenting an ID everywhere you go. In this case, digital IDs once they become mainstream in the West as they are already being rapidly rolled-out and accepted in the Eastern world.
