The bill, “OR SB603,” was first introduced on January 19th by Representatives Wlnsvey Campos (D) and Khanh Pham (D). It’s was publicly heard on February 27th.
The bill’s summary reads:
Establishes People’s Housing Assistance Fund Demonstration Program, administered by Department of Human Services, to provide 12 monthly payments of $1,000 to individuals who are experiencing homelessness, are at risk of homelessness, are severely rent burdened or earn at or below 60 percent of area median income.

Requires department to submit legislative concept for long-term cash assistance program to interim committees of Legislative Assembly no later than December 1, 2024, for introduction in 2025 regular session of Legislative Assembly. Declares emergency, effective on passage.
Oregon, like so many other cities and states across the United States, are dealing with increasing homelessness as economic conditions continue to rapidly deteriorate. ln January The WinePress reported on a new interactive map to track the many homeless encampments throughout the city of Portland.

Furthermore, since January over 80 cities trialing their own universal basic income systems by siphoning Covid pandemic funds to those programs to support those who are homeless are over very low-income. San Francisco, California, has been providing subsidies to transgenders, announced last November.

If you thought Oregon had a massive homelessness problem, watch this number EXPLODE when this bill eventually gets passed (assuming that it will). People are so broke, covetous, and lazy anymore they will line up for free money a month, and will of course cause Oregon’s debt expansion to widen even further.

Ultimately this will start to happen across the U.S. and other countries, too. When the economies are finally allowed to utterly crash (and it will be BIG) – in the aftermath and wake of terror the masses will have, the “final solution” will be provided: digital IDs, social credit scores, CBDCs and UBI, vaccine passports, food IDs, carbon calculators, internet behavioral scores, etc. And the people will RUN to them.

i agree with you. but its getting a little bit hard to pitty them since they keep rejecting help when its offered to them. i have tried to help them gave them a job on the spot with proper salary but they always reject the offer. they either are straight up and say no they like the homeless life and their addiction or they come up with some sort of excuse why they cant work. yet some around here are younger than me and look strong enough and healthy enough.
one homeless said he makes way more than minimum wage so why would he stop begging for change.
makes one wrestle with their emotions just gow unrational some of them really are until the second thought kicks in, they chose this life.
one guy said yes to us and was all happy and thankful and even took our number and said yes he would be willing to work on monday and we had his job all lined up for monday morning and he never called us. we told him we would help him with a room fully furninished and equiped with a full bathroom and we would supply the clothes and toiletries plus food of his choice & a ride until he could save up enough to get back on his feet.
i will always keep trying in hopes the Lord will provide one of these souls.
i used to think there wasnt enough people helping the homeless until we tried helping them out and was hit with this cold reality.
we definitely need more labourers to share the gospel.
