Today, the United States, Canada and Mexico released an updated set of guidelines the North American nations will follow in the event of a public health emergency or pandemic, called the “North American Preparedness for Animal and Human Pandemics Initiative” (NAPAHPI).
The declaration “fulfills commitments made during the 2021 and 2023 North American Leaders’ Summits to strengthen North America’s regional health security by working together to mitigate and respond to public health threats,” the Public Health Agency of Canada said in a press release. “It also provides a flexible framework that will help North American partners collaborate to address the challenges of potential future pandemics or other public health threats that require a coordinated response.”
The United States is committed to strengthening health security and preparing for future threats. To be successful, we must coordinate closely across governments, as well as with industry and community leaders – which is what this platform makes possible. Our nations cannot be strong unless they are healthy. That’s why we will continue to work together on a sustained, durable strategy that improves health security for all.

This latest agreement replaces older NAPAHPI iterations from 2007 and 2012. The updates are in response to “lessons learned” from Covid-19. The official document states:
“COVID-19 exposed a new set of cross-sectoral challenges and opportunities in each country and in the region. Based on this, during the 2021 and 2023 North American Leaders’ Summit (NALS), the leaders of the three countries committed to ensuring that we are ready to face the next pandemic and other health threats in our region by re-envisioning and updating the 2012 NAPAPI based on lessons learned from COVID-19 and other health security events in the last decade.”
The updated NAPAHPI is meant to compliment the World Health Organization’s (WHO) International Health Regulations (IHR), and accommodates a One Health approach that ‘considers the relationships between the health of humans, animals, and the environment,’ Canada’s health department added.
NAPAHPI covers these main tenets:
- animal diseases with zoonotic potential;
- epidemiological surveillance and laboratory diagnostics;
- medical countermeasures;
- public health measures;
- medical supply chains;
- health systems;
- risk communications;
- border health measures;
- critical infrastructure;
- risk assessment and foresight risk analyses;
- joint exercises and training; and
- sustainable financing.
The framework will help us address the challenges of One Health and adopt new technologies and practices in the North American region. Additionally, it will promote a shared vision for surveillance, early identification of risk factors, and the planning and implementation of cooperative and sustainable responses to health emergencies. This trinational effort will translate into more efficient protection strategies for our populations.

Mexican President Claudia Sheinbaum described the accords as a “flexible, scalable, and cross-sectoral platform to strengthen regional prevention, preparedness for, and response to a broader range of health security threats that include pandemics of any origin and beyond.”
The nations are “committed to ensuring that we are ready to face the next pandemic and other health threats in our region by reenvisioning and updating the 2012 NAPAPI based on lessons learned from COVID-19 and other health security events in the last decade,” the document added.
NAPAHPI also allows for new “opportunities to create and strengthen research and development programs to increase the availability of MCMs such as vaccines, other prophylaxis, therapeutics, etc. through the development of modern, innovative, resilient, and flexible manufacturing platforms in our region.”
The document also notes that “NAPAHPI partners intend to explore best practices to address the “infodemic” phenomenon and improve risk communications.”
The three nations also agreed to a set of broader health measures that include:
“The implementation of border health measures at airports, seaports, and land borders such as screening of passengers, vaccination requirements, quarantine, and entry restrictions, etc., should be evidence-based and aimed to slow the introduction or spread of a pathogen in the region; to allow sufficient time for the health and public health system to develop surge capacity; to allow for the movement of people, live animals, and goods to mitigate impacts to the economy and the functioning of our societies; and to facilitate the cross-border flow of medical equipment, materials, samples and reagents to assist the three countries and potentially other countries.”

It’s interesting that this agreement was established at a time when the bird flu ataxia around the world is really starting to ratchet up a notch.
Even though this agreement does not totally specify how all these new rules will be implemented, we can at least surmise what they might imply based on what we endured during the first go-around with the Covid scam.
