California lawmakers recently approved a new law that has been in the works for years, and has now finally come to fruition; to install speed cameras that automatically and immediately fine drivers for speeding.
According to the National Transportation Safety Board, speeding is a factor in 31% of all traffic fatalities. If we want to stop traffic fatalities and injuries, we’ve got to slow people down.
Assemblymember Laura Friedman (D-Burbank), one of the bill’s sponsors, told KTLA in July.
Assembly Bill 645 passed in the state senate on September 12th and was enrolled on the 18th. The bill is expected to be signed by Governor Gavin Newsom.
According to an abstract of the bill, it reads, “This bill would authorize, until January 1, 2032, the Cities of Los Angeles, San Jose, Oakland, Glendale, and Long Beach, and the City and County of San Francisco to establish a Speed Safety System Pilot Program if the system meets specified requirements.”
As explained in AB 645, “The speed safety system shall capture images of the rear license plate of vehicles that are traveling 11 miles per hour or more over the posted speed limit and notices of violation shall only be issued to registered owners of those vehicles based on that evidence.” The ticket will then be sent to the driver’s home within 15 days and will be given 30 days to pay the fine.
Most and basic infractions will only be $25 a pop, but the size of the fine can grow sizably very quickly. The bill says:
- Fifty dollars ($50) for driving at a speed of 11 to 15 miles per hour over the posted speed limit.
- One hundred dollars ($100) for driving at a speed of 16 to 25 miles per hour over the posted speed limit.
- Two hundred dollars ($200) for driving at a speed of 26 miles per hour or more over the posted speed limit, unless paragraph (4) applies.
- Five hundred dollars ($500) for driving at a speed of 100 miles per hour or more.
Residents can appeal it but they will have to jump through some hoops to do so.
San Jose Mayor Matt Mahan supports the action, saying, “We need to invest in technology, education and continued enforcement, and this is part of the enforcement strategy to hold people accountable for following our traffic laws.”
Los Angeles Daily News cited Damian Kevitt, executive director of SAFE, who said, “We need more tools to address this public health crisis on our roads. People are being hit and killed on our roads on a daily basis.”

Anyway, the plan is for the pilot programs to run for five years, after which time, if judged successful, they’d be rolled out to other Californian cities. Revenue raised from ticket payments would be used to create safer roads, the state says.

While the concept behind a speed camera is nothing new, I mention this because, given a few more years, this will very obviously be linked up to the social credit score system, via people’s digital IDs and CBDCs being docked from people’s bank accounts. California is just the start in the U.S.

I’ve only been to Los Angeles at the airport (LAX) and I felt nasty unclean spirits around me even though I was lost then, that speaks volumes I think. Think how much more that evil is magnified actually being inside of or worse, living in California!
I pray that people continue to move out. Pack their things, get their families, pets, businesses, UHauls, moving vans, and RVs, and move out without so much as a second glance in the rear view mirror.
