As part of Germany’s plans to transition to more renewables and allegedly greener energy sources like electric, German officials are now setting their sights on woodstoves and fireplaces to curb emissions.
If accepted, starting in 2024 new buildings will no longer be permitted to be heated with wood, and many other buildings will need to be retrofitted to only utilize the permitted heating sources, per the government’s Building Energy Act. ‘If an existing system has to be retrofitted or replaced, buffer storage, fine dust filter and an alternative heat source such as a solar thermal system or photovoltaics must also be installed,’ Germany outlet Blackout News clarified.
Some exceptions can be made such as if the wood heating is for ‘monument protection.’
Last year the German government had already begun to drop their support for pellet stoves.
But not everyone is happy with these proposals. The Association of Forest Owners (AGDW) called the drafted bill a “massive attack” on their industry and economy. Union managing director Irene Seling also warns that this will damper their revenues needed to sustainably manage forests properly. “The federal government is endangering sustainable forest maintenance in Germany,” Seling said.
Andreas Jung, CDU federal vice and spokesman for the Union Group for Climate Protection and Energy, added heating with wood is sustainable and serves climate protection, and is therefore opposed to these government proposals and wants these retrofitting and restrictions removed from the current energy proposals.
He added that stove pellets in Germany primarily consist of residual and waste wood. “Only the CO₂ that was previously bound is released ,” he said, adding if the wood were to rot, greenhouse gas would also be released.
Markus Hümpfer, SPD member of the Bundestag and expert for climate and energy policy, points to current Euro standards that deem wood-burning sustainable, adding that is is better to replace oil and gas with things like wood instead. Even so, heating with wood is only a “transition solution,” he calls it.
‘Hümpfer suggests that only the buffer storage should be left in the planned regulations and that dust filters should only be made mandatory in exceptional cases,’ the German publication added.

But the government does not share their sentiment. Dirk Messner, President of the Federal Environment Agency, has specifically warned of the emissions produced by small ovens and chimneys. Over 20% of the total fine dust emissions are attributable to the combustion of wood, Messner told the DPA news network. Messner’s claim equates to roughly the same amount of reported road traffic emissions.
The Federal Ministry for the Environment, controlled by the Greens party, claims that burning wood is not as healthy as many would suppose, being that it is not “climate neutral.” The group advocates for construction with wood but not for fuel.
The SPD parliamentary group has said that they will move to prevent this from passing.
Even though wood-burning in Germany does not even constitute a tenth of the population, it has still grown in population in recent times namely due to the Russia-Ukraine war, and all the subsequent restrictions Germany and NATO nations continues to levy against Russia.
Blackout News wrote: ‘Although less than six percent of all households in Germany heat wood – mainly in rural areas –, the number of stoves and pellet boilers has more than doubled within ten years. In recent years in particular, the addition has increased rapidly. In 2022, the addition was almost four times as high as in 2019. So this trend is not solely due to the energy crisis. According to a forecast by the DEPI in March, over 100,000 new ovens and boilers are to be added this year.’
The United Kingdom has already passed legislation to criminalize those using woodstoves and fireplaces, fining residents £300 and a criminal record for doing so.
