According to a page on the WOAH’s website, these simulated pandemics are designed “most of the time […] to test and practice, based on an established national contingency plan. WOAH encourages its Members to share their experiences in the preparation of generic and/or disease-specific national contingency plans, and has dedicated a specific web page for national contingency plans,” the WOAH says.
While the organization has been simulating an avian flu outbreak for many years now, it would seem that the WOAH has been doing an increasing number of them in more recent times around the world.
Their most recently sponsored simulation event for bird flu was on March 14-16th in Guyana.
According to a press release the organization explained what the simulation covered:
Dr. Dwight Walrond, Delegate to WOAH and Chief Executive Officer of the Guyana Livestock Development Authority, informed WOAH that a real field simulation exercise of an outbreak of High Pathogenicity Avian Influenza under the title “Bird Flu Prevention test” will take place on 14-16 March 2023. The exercise is organized by the Government of Guyana through its Ministry of Agriculture, Guyana Livestock Development Authority (GLDA), in partnership with the Veterinary Public Health Unit, Ministry of Health and other relevant government and non-governmental agencies.
The exercise is meant to evaluate the national One Health collaboration, and capability of Guyana to manage an outbreak of High Pathogenicity Avian Influenza (HPAI) or any other zoonotic disease outbreak in Guyana. This simulated outbreak of HPAI will enable the Guyana Livestock Development Authority and its partners to identify any area of the Avian Influenza Contingency Plan and ultimately, of the Emergency Animal Disease Preparedness Plan that requires further revision or improvement. The major objectives of this exercise are:
- To sensitize participants on the response mechanism of the Guyana Livestock Development Authority and its relevant allied partners in the event that a named zoonotic disease outbreak occurs Guyana.
- To acquaint on the effectiveness of integration of the National Emergency Animal Disease Committee (NEADCOM) with its components from industry, agricultural agencies, animal and human health agencies, and other governmental and non-governmental bodies, and the roles of international agencies (e.g Inter-American Institute for Cooperation on Agriculture (IICA), Pan American Health Organization (PAHO), Food and Agriculture Organization (FAO), World Organisation for Animal Health (WOAH)) among others.
- To test supporting structures and communication links with the various one health stakeholders, the Guyana Livestock Development Authority and other governmental departments.
- To review the steps involved in the detection, reporting, investigation, management and control of HPAI.
- To test the resilience and capability of the Guyana Livestock Development Authority and collaborating agencies in dealing with actual disease emergencies.
- To promote the preparation and use of an up-to-date manual on Emergency Animal Diseases Preparedness planning adaptable to Guyana.
- To ensure that public communication demands are met in the event of a zoonotic disease emergency situation in order to protect public health and maintain public confidence and responsiveness during such emergency.
The simulation exercise on High Pathogenicity Avian Influenza to be dubbed “Bird Flu Prevention One Health preparedness test” will include field and laboratory exercises and group discussions.
The WOAH has been conducting many of these simulations in various countries. Another bird flu simulation was performed in Nicaragua.
In November, 2022, a simulation was conducted in Australia; which did things like “Evaluate and test the capacity and capability of both government and industry to respond to multiple outbreaks of avian influenza in the areas of destruction, disposal and decontamination in the egg/chicken meat poultry industry.”
As mentioned, many more identical simulations have been conducted for a highly pathogenic bird flu for years.
Bird flu fears have been receiving an increasing amount of media and world heath attention as of recent, with scientists reporting that a recent spread of H5N1 is infecting all sorts of mammalian creatures and wildlife, including a bottlenose dolphin. Now many researchers are looking to rapidly develop a vaccine to stop the spread in nature, and potentially people as well.
The World Health Organization (WHO) has also sounded the alarm on this, and have floated out the idea that a vaccine could be needed to stop this spread. Moreover, U.S. President Joe Biden’s administration is already working to develop and test a new avian flu vaccine to be put in circulation.
Former CDC Director Robert Redfield was very dogmatic in saying that bird flu would be the “next pandemic,” with a lethality of 10-50%.
The WOAH has also been simulating things like Foot & Mouth Disease for some time, too – which is something the Australian government has been trying to develop an mRNA vaccine for, so they can vaccinate their cattle against that disease.

As I noted in this report, these simulations are nothing new; but I just found it interesting considering the increasing number of these things, and how the media is now increasingly sounding the alarm on bird flu. It’s certainly something to pay attention to, to see where it leads next.

Thank you for compiling these stories in one place. The usual oh goodness articles found online all raising the alarm that H5N1 is becoming increasingly a problem as it could jump to us humans at any time. Occurring naturally in nature (No GOF here) but requiring a jab to protect our poultry food supply cause if we don’t – no eggs, chicken or turkey. We kill all the flock if one bird appears to have it cause, you know, we don’t ever want to develop flock immunity and a baseline of foul with auto-immunity for the next generation, by golly.
