Watch the video below to learn more about what an ESG is:
Blackrock manages over a whopping $10 trillion in just physical assets alone:
The states Louisiana, South Carolina, Utah, and Arkansas, have reached a general consensus that groups like Blackrock have it out for the oil and natural gas industry, and so will be divesting over $1 billion in funds to Blackrock, reported by OilPrice.com
This divestment is necessary to protect Louisiana from mandates BlackRock has called for that would cripple our critical energy sector.
I refuse to spend a penny of Treasury funds with a company that will take food off tables, money out of pockets and jobs away from hardworking Louisianans.

Texas and other Republican-led oil and gas states see the ESG investment trend as an implicit attack on fossil fuels and a boycott of conventional energy resources, the revenues from which make up a large portion of state budgets in the oil, gas, and coal country.
In early August, the Attorney Generals of 19 states—including Texas, West Virginia, Louisiana, Montana, Oklahoma, Idaho, and Ohio—sent a letter to BlackRock’s CEO Larry Fink expressing concerns with the asset manager’s commitment to net-zero emissions across all its assets.

A billion dollars to Blackrock are crumbs at the very most.
These Republicans are just trying to wax virtuous now that midterms are approaching, as they want to make their party look better in some facet. Blackrock and Blackstone (a nearly identical company) have been allowed to do whatever it is they want to with no opposition of any kind.

[6] Therefore pride compasseth them about as a chain; violence covereth them as a garment. [7] Their eyes stand out with fatness: they have more than heart could wish. [8] They are corrupt, and speak wickedly concerning oppression: they speak loftily. [9] They set their mouth against the heavens, and their tongue walketh through the earth. [10] Therefore his people return hither: and waters of a full cup are wrung out to them. [11] And they say, How doth God know? and is there knowledge in the most High? [12] Behold, these are the ungodly, who prosper in the world; they increase in riches. Psalms 73:6-12
[7] Who goeth a warfare any time at his own charges? who planteth a vineyard, and eateth not of the fruit thereof? or who feedeth a flock, and eateth not of the milk of the flock? [8] Say I these things as a man? or saith not the law the same also? [9] For it is written in the law of Moses, Thou shalt not muzzle the mouth of the ox that treadeth out the corn. Doth God take care for oxen? [10] Or saith he it altogether for our sakes? For our sakes, no doubt, this is written: that he that ploweth should plow in hope; and that he that thresheth in hope should be partaker of his hope. (1 Corinthians 9:7-10).
