Announced in late-March, Italian paper Bologna Today wrote, ‘A ‘brain’ inside the municipal machine that will allow citizens, in real time, to have information on how to move around the city without finding road congestion, especially in view of the Passante and Tram construction sites. And the most ‘good’ Bolognese, on separate waste collection or on avoiding the fines of the police, will in some way be rewarded and will receive awards (privacy-proof).’
‘The new system will allow the Municipality to develop simulations on traffic, or in terms of weather and for maintenance of the territory, “saving many resources” for example to deal with, ex post, the effects of the same adverse climatic events of recent years or the pollution in the Po Valley,’ the outlet continued.
Matteo Lepore, mayor of Bologna, in tandem with Massimo Bugani, councilor for the digital agenda and civic use of data, announced this project.
Amongst the things they wish to trial and implement, is what is known as the Smart Citizen Wallet tool:
We will start with a pilot project for the city: at the center is the virtuous citizen, the one who, for example, separates waste well or does not waste energy, or uses public transport and does not take fines, or is still active with the Bologna Welcome Card. The Municipality says to these people ‘we will assign you a score’, as part of a circular reward with economic benefits to individual users.
In other words, a social credit score point system for obeying the governments’ municipalities, and going above and beyond the required necessities. Failure to do so will lower the scores, and opportunities and “privileges” in society.
Moreover, they are seeking to implement prize-giving, identical to many Bitcoin and cryptocurrency models:
We think about discounts by Tper, Hera, Bologna Welcome with the same Card Cultura: based on the scores obtained you get prizes, a bit like when at the supermarket: they give you either 20 glasses or 2 pots. We also continue to expand the audience with other partners, if the Bolognese like it we will go on.
As for privacy concerns, Bugani explained,
The interested citizen must naturally give his availability, through an application, and no one will be forced to participate in the rewards mechanism. I believe, however, that many will join.
Lepore also specified how this will integrate with “cybersecurity experts,” along with payment fees and infractions.
Bologna was the first city in Italy and the second in Europe to have a civic network, in recent years we have developed the participatory budget with more than 20,000 people who voted online. The payment of taxes has already changed, and fines.
Now it is a question of looking to the future with investments from the NRP to adapt all technologies, simplifying as much as possible and allowing businesses and citizens to work better.

Last week the Italian federal government announced in order to deal with the energy crisis now facing European nations, the lawmakers approved mitigating the use of air conditioning and heating in public offices and schools this summer.
In public buildings, the temperature will be measured in each individual room. The temperature will not be allowed to exceed 19 degrees Celsius (66 Fahrenheit) in the winter, and cannot be any lower than 27 degrees (80 Fahrenheit) in the summertime – with a tolerance of two degrees.

The Local Italy says this limitation on AC usage is due to their retaliation against Russia. Italy had previously announced that they would stop buying their gas, which accounted for 40% of the total 95% of imports. Italy claims it will take 18 months to finish their reliance on Russian fuel imports.
‘The Italian government now says it aims to save 4 billion cubic metres of gas in 2022 by cutting the use of air conditioners in public buildings as part of its so-called “operation thermostat,”‘ the Local noted.
These new rules will be initiated on May 1st, and will be in place by March 31st, 2023.
Failure to comply will result in €500 ($526.73) to €3,000 ($3,160.35) in infraction fees.
There are currently no specifics for private citizens, though it is speculated that the governments will strongly encourage residents to limit their usage of the AC.
‘A further decree is reportedly being considered which would reduce municipal electricity consumption. That could mean fewer street lamps and delaying switching on the lights in apartment blocks,’ the Local additionally noted.

Same thing applies with the AC and heater: that will be tied-down to the social credit scores, as the energy companies – whether citizens have smart meters or not – will simply turn over their spreadsheets to the government, to report who is being a good obedient “global citizen.”
Expect more of this to spread rapidly across Europe, the U.S., and the rest of the Western world soon; and then some.
