The British Army is “not as strong as we could be”, the Chief of the Defence Staff has said, as he blamed “historic underinvestment” in defence.
Admiral Sir Tony Radakin, the UK’s most senior military officer, pointed to serious deficiencies in manpower and equipment.
He made the comments as the new Government embarks on a top-to-bottom review of Britain’s Armed Forces, amid political pressure to commit to a date by which it will spend 2.5 percent of GDP on defence.
The review will attempt to incorporate lessons from the war in Ukraine and make the military ready to take on a Russia assumed to be working closely with China, Iran and North Korea.
Appearing at a land warfare conference organised by the Royal United Services Institute in London, Sir Tony said the Army needed to show “the humility to recognise that we are not as strong as we could be and the determination and focus to put it right”.
There are near-term financial challenges to work through. We are addressing historic underinvestment. And beneath the headline capabilities there are deficiencies in people, equipment, stockpiles, training and technology.
He said
Sir Keir Starmer, the Prime Minister, has pledged to increase defence spending to 2.5 per cent of GDP, but has not given a target date, in contrast to the former Conservative government which had given a deadline of 2030.
The war in Ukraine has forced NATO countries to refocus on planning for a possible confrontation with Russia.
Despite his criticisms of Britain’s state of readiness, Sir Tony was bullish about Nato’s relative strength compared to President Putin’s forces. Describing Russia’s situation in Ukraine as “dire” he said it would take five years to rebuild its army following the losses it had sustained in its full-scale invasion.
“Russia has lost 555,000 men and our assessment is that it would take Putin five years to reconstitute the Russian army to where it was in February 2022, and another five years beyond that to rectify the weaknesses that the war has revealed.”
He said the British army needed to be properly equipped with hypersonic missiles and “battalions of attack drones” to play its full part in Nato’s defence of Europe, should Russia invade a member state.
‘Nato Is Growing Stronger, While Russia Gets Weaker’
Sir Tony paid tribute to the tactical nous of Ukraine’s armed forces in bringing “Russia’s Black Sea fleet to heel” using such weapons. The alliance was growing stronger, while Russia was getting weaker, he said, pointing out that Nato had 3.2 million people in uniform as against Russia’s 1.2 million.
However, Sir Tony said Russia still posed a threat below the level of an invasion into a Nato member state, which would trigger the alliance’s Article 5 protocol for mutual defence.
He said:
While Putin may not directly attack a Nato member in such an overt manner as to trigger Article V, we have seen that he’s able to threaten us in other ways, in cyber and space and underwater, where our energy infrastructure and digital networks are most vulnerable.
Our role as military leaders is to reassure the nation and stiffen its resolve, and our advice to ministers needs to be grounded in a thorough and honest assessment of the threats we face.
Despite Sir Tony’s comments, analysts believe Russia is managing to replenish its manpower numbers, despite its high attrition rates in Ukraine, finding roughly 25,000 new recruits per month and maintaining a force on the Ukrainian front of approximately 470,000.
