Therefore, from July 1, 2024 onwards, when citizens apply for an ID card, iris biometric information will be collected at the public security agency along with fingerprints and facial images.

Starting yesterday, Vietnam began forcing residents to register their biometric data for a mandatory digital ID system. All previous forms of official IDs issued before June 30th are still valid until the card’s expiration date. Stations to register for the new digital ID will be located in various locations and districts.

Saigon News reported:


Clause b of paragraph 1 in Article 23 of this Law stipulates that “Assigned state agencies collect identification information and biometric information including facial image, fingerprints, and irises of the person who needs to be granted an ID card.”

Therefore, from July 1, 2024 onwards, when citizens apply for an ID card, iris biometric information will be collected at the public security agency along with fingerprints and facial images.

The collection of iris biometric information is used as a basis for cross-checking and verifying the information of each individual while supporting in cases where a person’s fingerprints cannot be collected (such as disabilities or deformed fingerprints).

Regarding the collection of irises to supplement the ID card, Article 46 of the Identity Law also clearly states that Citizen ID cards (CCCDs) issued before July 1, 2024 are valid for use until the expiration date printed on the card. Citizens can have their ID cards replaced by the new format when they have a need.

Moreover, Biometric Update highlights a few other important things this law will affect immediately:

The introduction of this law is expected to have widespread implications across various sectors, particularly in banking, which is at the forefront of Vietnam’s digital transformation. With 87 percent of adults in Vietnam holding at least one bank account, according to VOV World, and 95 percent of transactions being processed digitally by many banks, the integration of advanced biometric data into identity verification processes is poised to further streamline digital banking services and enhance customer security.

Vietnam is also introducing new banking regulations that require biometric authentication for transactions of 10 million Vietnamese dong (approximately US$393) at once or VND 20 million ($785) in a day. But many people have struggled to complete the remote process due to problems scanning the NFC chips in ID cards or matching their selfie biometrics, VietNamnet reports.

The digital IDs are needed to facilitate CBDCs and the new tokenized economic system. The rollout is not slowing down one bit, with ‘advanced’ economies soon to feel the brunt on them in the midst coming economic collapse.
