Ahead of a presidential campaign fundraiser over the weekend, the Los Angeles Police Department (LAPD) issued a warning over what they referred to as a “possible first amendment activity.”

Posted on X on December 8th, the LAPD wrote:

The LAPD is aware of possible first amendment activity in the Los Angeles area over the next few days. In coordination with the US Secret Service, additional uniformed personnel and other resources will be deployed to ensure the highest level of public safety.

The statement continued:

The Department will continue to work with any protest organizers to facilitate lawful demonstrations while protecting the safety of all involved including surrounding communities.

The Los Angeles Police Department is asking that all individuals and groups involved in protest or counter-protest activities not allow individuals who express the intent to commit violence or property to compromise the otherwise lawful demonstration.

The First Amendment states: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.”

This so-called “first amendment activity” is a term that specifies a particular type of protest warranted by residents speaking out, as explained in a number of documents presented by The National Policing Institute.

Published in 2018, the Institute presented findings from a review of the LAPD’s actions on January 20, 2017, regarding interactions with First Amendment assembly demonstrators in the District of Columbia.

The review draws on lessons learned during reviews of similar incidents and nationally recognized promising practices to recommend strategies for improvement in MPD’s response to mass demonstrations and to inform the broader law enforcement community as they prepare for future First Amendment assemblies.

The issues explored in this review focus on policies and procedures, training, staffing and resource allocation, use of force, dispersal warnings and communication, mass arrest and arrestee processing, and equipment.

These protocols were reviewed again after a number of demonstrations in 2020, which found that some of the LAPD’s policies and actions need to be updated. That review found in part:

Finding 1.7: While LAPD has clear policies around use of force, crowd management, and other relevant pieces of responding to First Amendment assemblies and protests, they do not have one policy directing response specifically to large-scale, fluid, city-wide civil unrest that turns violent or contains violence.

Recommendation 1.7.1: LAPD should consider developing an overarching ‘response to fluid dynamic protests and civil unrest’ policy that provides for the nuances of this type of event, incorporates critical thinking skills and offers decision making models to guide at what points uses of force and relevant tools are permitted to be used by LAPD officers.

During President Biden’s latest visit to the city, campaigning for reelection and seeking donor money, the LAPD had to disperse pro-Palestinian protestors. ABC 7 reported on these protests on December 9th, writing:


President Joe Biden kicked off his weekend-long fundraising swing in Los Angeles Friday, but as expected, the visit also generated protests.

Dozens of pro-Palestinian protesters gathered Friday afternoon and evening at Holmby Park, near the fundraiser, condemning U.S. funding of Israeli military strikes in Gaza with one holding a sign, “No votes for mass murderer.”

An unlawful assembly and dispersal order was issued due to “the protesters’ actions including throwing objects at officers and passing vehicles,” Los Angeles Police Department Chief Michel Moore said in a statement.

The crowd slowly dispersed and no arrests were made, no use of force, and no officers were injured.

“We are really channeling our grief and anger into action, and a huge part of that is putting pressure on our own administration to end the military aid it gives to Israel every year,” said Suraya Barakat with the Palestinian Youth Movement.

One demonstrator, who grew up in Palestine, traveled to Los Angeles from Orange County to voice his disappointment with Biden’s visit.

“It’s kind of sad he doesn’t have to deal with people’s loss, and many innocent people; children, sons and daughters, mothers and fathers,” said Farid Frederick Salameh.

I mean, how dystopian is this? A sizeable protest or one this objectively a contentious one is labeled as a “first amendment activity,” which is spoken of in a negative connotation? The first amendment (as is the entire of Bill of Rights) is just seen as this ‘Terrorist 10 Commandments’ list. That’s how far out of control and oppressed this country has become.

But, until there is repentance and forsaking of wickedness in this country (which won’t happen and is too late to occur), the oppression will only persist.
