European Union member state Italy has rescinded their bills that would have banned the sale and cultivation of cell-cultured, lab-grown meats in the country, including labeling that would have prevented calling faux and plant-based alternatives ‘meat’ and ‘dairy.’

In late-March The WinePress reported on these introduced bills, that also included preventing insect proteins and flours from being conventionally integrated with traditional flours and pastas.

Alas, the majority of the EU governing body and other member states scrutinized Italy’s so-called right-wing government’s approach, and had urged them to retract the bills. Just this past week Italy has done just that.

According to a blog post by the Good Food Institute Europe, ‘The Italian Government has withdrawn its draft law banning cultivated meat and preventing the use of terms such as “salami” or “steak” for plant-based products from the EU scrutiny process;’ and also noting that ‘Italian media reports claim that the government withdrew it from this process “in light of the ongoing parliamentary debate and the changes that the text might undergo”, and that “the withdrawn notification will be re-notified upon the outcome of parliamentary approval.”‘

Francesca Gallelli, Public Affairs Consultant at GFI, said in a lengthy statement:

We hope that the step back on European scrutiny indicates the government’s willingness to amend the text of the bill, ensuring compliance with EU law.

Only a week ago, however, the parliamentary majority rejected all the amendments to the text, including those that were intended to harmonise the bill with European legislation, resolving the many important critical issues. And it was only a few days ago that an official press release from the Minister of Agriculture, Francesco Lollobrigida, announced the imminent final approval of the bill.

We hope that the Parliament will avoid adopting a law that would cause fragmentation of the EU single market and hinder the country’s sustainable growth, while also causing immediate damage to Italian companies in the sector.

It is important that the Parliament be given the opportunity to hold an open and informed debate so that the bill is amended in compliance with European law. It is also crucial that the European Commission and other member states have the opportunity to examine the text before it becomes law, in accordance with EU law on the TRIS procedure.

Days following this the EU published a new report on the “EU Protein Strategy,” which again reemphasized the need to adopt more plant-based and meat alternatives to combat climate change, they say; which was adopted with a vote of 305 to 129, with 69 abstentions.

GFI says, ‘The report highlighted the need for public and private investment in research and development, as well as support for infrastructure, crucial to ensure the transition to more sustainable protein systems involving all sectors, starting from agriculture.’

‘As regards cultivated meat, the European Parliament has rejected requests for a new and stricter legislative framework for its authorization. However, MEPs also decided ( with a margin of only one vote ) to maintain a clause stating that the current EU food regulation process is not “ suitable for the purpose ”. The Commission was therefore urged to provide a technical-scientific guidance document to support companies in their approval process and facilitate the arrival of these products on the market,’ GFI added.

Yesterday’s votes confirmed the European Union’s open and innovative approach to cultivated meat, with MEPs who rejected the need for new legislation to regulate it. It is clear that the EU is committed to appropriately regulating this new range of foods to ensure that it is safe for European consumers.

On the other hand, Italy has chosen to ban cultivated meat while research is still ongoing, rejecting all the opportunities it could offer without waiting to fully understand its benefits and challenges. This is a significantly different approach from the European one towards this new food frontier and confirms how crucial it is for Italy to re-submit its draft ban to the EU for dealing with risks for the European single market.

I was optimistic that Italy was actually attempting to brake the mold and take a rebel stand, at least for a little bit and the Italians were wising up, but I guess not. After all, in my initial report, I warned that, “Even so, the attempts to get people to stop eating meat will not cease.”

From what I have heard and read, Prime Minister Giorgia Meloni and her administration was voted in as a right-wing government, and was going to try and reserve and stand against ‘woke’ policies previously passed in Italy and in the EU. But not even a full year has passed and they have folded on this key globalist issue; and apparently but not surprisingly, Meloni’s government is just more of the same political vibrato that holds no water when the iron goes through the fire, from what I have heard from Italians online.
