Washington state lawmakers are considering ditching the state’s gas tax, paying 49.4 cents per gallon right now, to a pay-per-mile fee instead. They allege because more people are driving hybrids and electric vehicles, less tax revenue is being collected to build and repair things like roads and other infrastructure.
It is a replacement to the gas tax. It would be a per-mile charge, so drivers would pay per mile instead of per gas.
So road charging essentially equalizes that, but kinda lessens the playing field for everybody.
Reema Griffith, the executive director of the Washington State Transportation Commission, said in a statement
KIMA TV reported:
On average Americans drive about 13,500 miles per year. Under the per-mile tax, you would pay $337. At the same time though, you wouldn’t be paying the gas tax.
State Officials say the way it breaks down, is that essentially those with very fuel-efficient cars, will end up paying a bit more under the new system.
On the other hand, if you drive a truck that guzzles gas and gets well under 20 miles to a gallon, they say you’ll pay less with this new system.
Under the current plan the road usage charge would start out as an option and would turn into a statewide requirement by 2030.

[7] Who goeth a warfare any time at his own charges? who planteth a vineyard, and eateth not of the fruit thereof? or who feedeth a flock, and eateth not of the milk of the flock? [8] Say I these things as a man? or saith not the law the same also? [9] For it is written in the law of Moses, Thou shalt not muzzle the mouth of the ox that treadeth out the corn. Doth God take care for oxen? [10] Or saith he it altogether for our sakes? For our sakes, no doubt, this is written: that he that ploweth should plow in hope; and that he that thresheth in hope should be partaker of his hope. (1 Corinthians 9:7-10).
