Receiving virtually no real press time at all, the Russian state Duma has quietly passed a law that creates and details the foundation for a digital ruble and cashless payment system.

According to Duma.tv, ‘the bill proposes to introduce the concepts of “digital ruble platform,” “digital ruble platform rules,” “participant in the digital ruble platform,” as well as “user of the digital ruble platform” and “digital account.”

Additionally, ‘it is planned to consolidate the status of the operator of the digital ruble platform for the Central Bank, as well as the performance of functions to organize and ensure its functioning. The responsibility of the regulator for the safety of digital rubles and the correct accounting of information about operations with digital rubles are also established,’ the state-funded outlet added.

Moreover, Russian outlet Interfax provided more details into the new framework:


The adopted law clarifies the ban on crediting digital ruble accounts, as well as on the accrual of interest on the balance of digital rubles. It is also prohibited to open joint digital ruble accounts (for several users).

The document also establishes the Central Bank’s right to block a platform participant (bank) from conducting a transaction if the regulator suspects it is being carried out without the client’s consent. In this case, the Central Bank will inform the bank or the client about the possibility of sending a second order using the same details and for the same amount. Upon receipt of a repeated order, the Central Bank will be obliged to honor it.

In addition, according to the law, the Bank of Russia will be able to enter into agreements with other CBDC operators [i.e., other central banks]—not only of a foreign state, but also of a group of foreign states.


RT notes that ‘the regulator is accepting comments and suggestions regarding the draft document until July 19th,’ the draft document stated.

The idea is fantastic, it is discussed a lot, I don’t know if we will see it in the near future, this is when, for example, a single national digital currency is created in a certain space.

Olga Skorobogatova, first deputy chairwoman at the Financial Congress of the Bank of Russia, said

The core provisions introduced will be enforced starting on August 1st.

According to the document, its release into the main economy will be incremental and in stages.

First, we need to conduct a pilot on real digital rubles with real clients, and work out basic operations with banks (opening and closing digital wallets, transferring digital rubles between citizens, payment for purchases and services using a QR code).

In the future, the range of operations will be expanded. […] The decision to scale the digital ruble will be made based on the results of passing all stages of the pilot and taking into account the feedback from its participants.

In a statement to Russian financial outlet RBC, a representative explained that the testing will transpire in “friends and Family” mode – utilizing a small circle of customers and bank employees. ‘Banks will test all the main operations: registering and opening a wallet, replenishing it, withdrawing funds from a digital wallet to a non-cash account, transfers from one client to another, as well as payments and self-executing transactions, according to Alexei Matveev, head of the payment business development department at Alfa Bank,’ the paper reported.

Guys, this was huge big news—the digital ruble is now official. It now has a formal legal status. It’s happened. It’s here and it’s probably not going away. For better or worse (probably for worse, but you never know!), the ratification of this law was a historic event.

Come on, now. People seem to be interested in Russia. There is also much interest in CBDCs. But for some reason, when you put these two things together…crickets.

Indeed, there are crickets; but when “evil Russia” follows in lockstep with all the globalist agendas for ultimate control, the media has nothing to say, though they haven’t talked about CBDCs at all, basically.

The world headlines stories every day about the evilness of Russia but when Russia formerly releases its Central Bank Digital Currency… crickets. The war in Ukraine aside, Russia is dancing to the globalist music and is fully in line with the Bank for International Settlements.

While Russia has done some admirable things, like cracking down on sodomy and Western filth, and banning GMOs and prioritizing organic husbandry, Russia is still in lockstep like all the rest to enforce the CBDC system; which will result in the loss of total liberty and freedom.
