This week the European Union (EU) and World Health Organization (WHO) have partnered together to launch a new international vaccine passport system in preparation for “future pandemics.”
The EU Digital COVID Certificate scheme is set to go live later this month, with 80 countries now set to accept and rollout these digital passports.
Last year advocacy for global vaccine passport was a major priority for G20 nations at their annual summit. The health minister for Indonesia specifically said that such a digital passport should be managed by the WHO, The WinePress detailed. Minister Budi Gunadi Sadikin, who is also a banker, said that because the lockdowns and heavy-handed restrictions ruined the world’s economies, he says that a digital health passport will rectify this and allow more autonomy.
So let’s have a digital health certificate, acknowledged by the [World Health Organization] WHO. If you have been vaccinated or tested properly, then you can move around.
So for the next pandemic instead of stopping the movement of the people 100% – which rocked the economy globally – you can still provide some movement of the people.

Days later the G20 nations signed a lengthy pact that each participating nations pledges they will work on, of that included the development and rollout of vaccine passports in preparation for the next pandemic, The WP also detailed.
We support continued international dialogue and collaboration on the establishment of trusted global digital health networks as part of the efforts to strengthen prevention and response to future pandemics, that should capitalize and build on the success of the existing standards and digital COVID-19 certificates.

Now the first wave of those vaccine passports appear to have arrived.
Along with this new digital passport for the EU and operated by the WHO, the WHO has created their Global Digital Health Certification Network (GDHCN), that they say is “built on robust & transparent standards that establishes the first building block of digital public health infrastructure for developing a wide range of digital products for strengthening pandemic preparedness and to deliver better health for all,” the health body wrote in a press release.
WHO adds that the creation of this platform was built off of the first iterations passports, certificates, and security checks implemented the last several years.
The GDHCN can be used as an infrastructural building block to support additional use cases, which may include, for example, the digitisation of the International Certificate of Vaccination or Prophylaxis, verification of prescriptions across borders, the International Patient Summary, verification of vaccination certificates within and across borders, and certification of public health professionals (through WHO Academy).
Expanding such digital solutions will be essential to deliver better health for people across the globe.

Moreover the group says this system is anchored on a “a trust network” – “operationalized through software infrastructure that enables Member States to bilaterally verify the authenticity of digital records and health certificates through an interoperable trust architecture, without WHO participating in any verification processes but acting as a “trust anchor,” they write.
The WHO adds: “These public keys then can be used to verify that digitally signed health credentials (e.g. Immunization cards, health records) were issued by a recognized authority in the GDHCN.”
In a separate press release commenting on the release on the passports themselves, the WHO claims these new digital certificates will “establish a global system that will help facilitate global mobility and protect citizens across the world from on-going and future health threats, including pandemics.”
Dr. Tedros Adhanom Ghebreyesus, WHO Director-General praised the move:
Building on the EU’s highly successful digital certification network, WHO aims to offer all WHO Member States access to an open-source digital health tool, which is based on the principles of equity, innovation, transparency and data protection and privacy.
New digital health products in development aim to help people everywhere receive quality health services quickly and more effectively.
Additionally, the WHO reiterates that they will total control and mitigation of such a passport:
WHO will facilitate this process globally under its own structure with the aim to allow the world to benefit from convergence of digital certificates. This includes standard-setting and validation of digital signatures to prevent fraud. In doing so, WHO will not have access to any underlying personal data, which would continue to be the exclusive domain of governments.
Stella Kyriakides, Commissioner for Health and Food Safety, said in statement upon the release of the news, stating: “[This] is also a powerful example of how alignment between the EU and the WHO can deliver better health for all, in the EU and across the world.”
Moreover, Thierry Breton, Commissioner for Internal Market, added this move sets a new precedent and standard for biometric standard, and creates an international tool to tackle “future pandemics.”
With 80 countries and territories connected to the EU Digital COVID-19 Certificate, the EU has set a global standard. The EU certificate has not only been an important tool in our fight against the pandemic, but has also facilitated international travel and tourism.
I am pleased that the WHO will build on the privacy-preserving principles and cutting-edge technology of the EU certificate to create a global tool against future pandemics.

In their press release, the EU calls their previous health passports launched during The Covid War a “success,” issuing around 2.3 billion certificates; claiming that this latest iteration managed by the WHO builds off of that effectiveness.
The EU does however note that the “WHO will not have access to any underlying personal data, which would continue to be the exclusive domain of national governments.”
This announcement comes on the heels of the WHO and scores of other nations debating an updated pandemic treaty, that explicitly would grant the Director-General total control and headship over an health emergency and pandemic – which WHO has the volition to declare whenever, forcing participants to follow their guidance.

I have been warning that another shamdemic is coming, and if you yet needed any more proof of that, then here you go; and if the EU is doing this, then we know the rest of the world is not too far behind either.
When this next pandemic is sprung into action, one of the many of other things that will transpire is total mitigation of speech and thought. Bill Gates explicitly said so in a Christmas Eve interview with Al Jazeera.
You know I believe that the ability to communicate worldwide there’s huge benefits that flow out of that, and now we have to moderate some of the insanity that you know prevents people from helping themselves.
