WHO Director-General Tedros Lies About “Pandemic Accord,” Says It Will Not Give Him Unbridled Power To Declare Pandemics Whenever

Today World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus pushed back against the claims that a proposed pandemic treaty would grant him and the WHO unchecked authority to declare a health emergency and pandemic, that the participating nations would have to obey, as the proposed accord would transfer health governance exclusively to the WHO.

In his opening statement during a media briefing, Tedros explained how the world needs to be more unified in completely ending the Covid-19 one, while finding answers to its origins, he says; and that the world needs to be more unified in that goal, to wit this “Pandemic Accord” would help alleviate. But Tedros pushed back against the idea that this treaty would give him and the WHO total contractual authority to mitigate nations during a pandemic that he can declare at his own volition.

He stated (in part):

Even as we look back to the beginnings of this pandemic, we are continuing to look forward, to strengthen the world’s defenses against future epidemics and pandemics. 

This is something that countries must do together. It’s not something that any country can do alone. 

We can only face shared threats with a shared response, based on a shared commitment to solidarity and equity. 

That is what the pandemic accord that countries are now negotiating is all about: an agreement between nations to work in cooperation with each other – not in competition – to prepare for and respond to epidemics and pandemics. 

It’s essential to emphasize that this accord is being negotiated by countries, for countries, and will be adopted and implemented by countries, in accordance with their own national laws. 

The claim by some that this accord is an infringement of national sovereignty is just plain wrong. 

Countries, and countries alone, will decide what is in the accord, not the staff of WHO. 

This accord would be an instrument of international law, similar to the many other accords and treaties that nations have agreed. 

For example, the Framework Convention on Climate Change does not give the United Nations powers to dictate countries’ policies on climate or energy. 

The WHO Framework Convention on Tobacco Control does not give WHO power to regulate tobacco in any country. 

The International Health Regulations do not give WHO power to dictate health policy to any country. 

Neither will this accord give WHO power to dictate policy to any country. 

This accord will be an agreement by countries. 

WHO’s role would be to help implement the accord that countries agree. 

An accord that captures all the challenges we have faced during this pandemic is essential for making sure that the world does not repeat the mistakes that were made in this pandemic. 

If we repeat the same mistakes, I don’t think we will forgive ourselves, and our children and grandchildren will not forgive us. 

We have a duty to ourselves to end this pandemic as soon as possible. 

We have a duty to those we have lost to find out how it started. 

And we have a duty to those who will follow us to make the world safer.

AUTHOR COMMENTARY

This is a brazen lie from Tedros – which isn’t saying much or anything new for that matter, seeing as that’s his job to just habitually lie.

Saying, “The International Health Regulations do not give WHO power to dictate health policy to any country,” is simply not true, per the wording in the treaty; and when he adds that “WHO’s role would be to help implement the accord that countries agree,” completely waters down the truth of what is written in the proposed treaty. Most people are not going to even read the treaty for themselves (I have), and, for that matter, most people have ZERO clue or would even care that this is being deliberated!

Nevertheless, having read the proposals myself, and with citations and insights from The Brownstone Institute – I highlighted the salient parts of the treaty and the proposed changes in it.

For example, portions of articles of 12, 13, and 18 of this proposed accord clearly state that power would be transferred to the WHO and Director-General:

“Regional Director may determine that an event constitutes a public health emergency of regional concern and provide related guidance to States Parties in the region either before or after notification of an event that may constitute a public health emergency of international concern is made to the Director-General, who shall inform all States Parties”

“When requested by WHO, States Parties should shall provide, to the extent possible, support to WHO-coordinated response activities, including supply of health products and technologies, especially diagnostics and other devices, personal protective equipment, therapeutics, and vaccines, for effective response to PHEIC occurring in another State Party’s jurisdiction and/or territory, capacity building for the incident management systems as well as for rapid response teams”.

“States Parties recognize WHO as the guidance and coordinating authority of international public health response during public health Emergency of International Concern and undertake to follow WHO’s recommendations in their international public health response.”

“Recommendations issued by WHO to States Parties with respect to persons may include the following advice:

require medical examinations;
review proof of vaccination or other prophylaxis;
require vaccination or other prophylaxis;
place suspect persons under public health observation;
implement quarantine or other health measures for suspect persons;
implement isolation and treatment where necessary of affected persons;
implement tracing of contacts of suspect or affected persons;
refuse entry of suspect and affected persons;
refuse entry of unaffected persons to affected areas; and
implement exit screening and/or restrictions on persons from affected areas.”

The treaty says; (BOLD indicating an addition/edition, and strikethroughs a deletion of the existing treaty).

And that is just the tip of the iceberg. There is a lot more to than just that. But CLEARLY Tedros is bold-face lying when he says the WHO would have no power or influence in this.

David Bell for the Brownstone Institute wrote,

The amendments to the IHR are intended to fundamentally change the relationship between individuals, their country’s governments, and the WHO. They place the WHO as having rights overriding that of individuals, erasing the basic principles developed after World War Two regarding human rights and the sovereignty of States. In doing so, they signal a return to a colonialist and feudalist approach fundamentally different to that to which people in relatively democratic countries have become accustomed.

The lack of major pushback by politicians and the lack of concern in the media and consequent ignorance of the general public is therefore both strange and alarming.

It is a totalitarian approach to society, within which individuals may act only on the sufferance of others who wield power outside of legal sanction; specifically a feudal relationship, or one of monarch-subject without an intervening constitution. It is difficult to imagine a greater issue facing society, yet the media that is calling for reparations for past slavery is silent on a proposed international agreement consistent with its reimposition.

If these amendments are accepted, the people taking control over the lives of others will have no real legal oversight.

The people who will become subject to these powers, and the politicians who are on track to cede them, should start paying attention. We must all decide whether we wish to cede so easily what it has taken centuries to gain, to assuage the greed of others.
