The move is reportedly to cutdown on hacking and potential identity theft by SIM swapping (swapping real SIMs for clones), according Enacom Vice President Gustavo López. Cloned cards give the perpetrators access to all the data on a phone, which of course then can be used for all sorts of criminality.
Spanish outlet Clarian says that the full guidelines should be posted sometime by the end of this month. It is unknown if these phone services will have to create their own biometric ID databases, or if they must default to the national ID system called the National Registry of Persons (Renaper).
In October of 2021 Renaper was hacked and the biographical details for the nation’s entire population were allegedly stolen. Cloners are then granted a treasure trove of data, because the phone services request biographical account information in order to approve a new SIM card for a phone, as noted by Biometric Update.
The government initially tried to deny a hack had ever occurred, until a new Twitter account revealed themselves not too long thereafter, publishing the SIM data of 44 celebrities.
Birth dates, home addresses, social security numbers and more were leaked. Roughly 45 million people were affected.

Never letting a good crisis going to waste, the Argentinian government is now using this to their advantage to database the people even more. It would not even surprise me if the government was the one who did the hacking just so they could facilitate such a change.
