It’s a piece of writing that is likely to cause trouble. The EU regulation 2019/2144 is about a technology that is intended to induce motorists to adhere to speed limits more reliably. The speed warning should be constantly active – in the name of traffic safety. In addition, numerous other driving data should be recorded in a black box and read out if necessary.

The regulation was passed on November 12, 2021. This means that new vehicle types (cars, trucks, buses) in the EU must be equipped with an intelligent speed assistant ISA (Intelligent Speed ​​Assistance) from July 6, 2022. Initially, the regulation applies to vehicle types newly launched on the market. From July 7, 2024, all new vehicles must have this driver assistance system. There is praise and criticism from the industry for the 161-page EU regulation.

With ISA, the EU would like to prevent the death of up to 25,000 people per year in road traffic, plus around 140,000 serious injuries. In Germany alone, around a third of road deaths can be traced back to accidents caused by excessive speed, figures from the Federal Statistical Office show.

The system combines well-known assistance systems: traffic sign recognition, cruise control, speed limiter and the navigation system. The ISA is supposed to recognize the applicable limits by means of sensors, camera images and a certified digital map network. Such data is currently available from Google , the cooperation between Here, Continental and Elektrobit and from the navigation manufacturer TomTom.

It Beeps, Vibrates Or Presses

If it detects a speed limit, the system notifies the driver of this. This can be done either visually or acoustically, by means of a flashing warning in the field of vision and a warning tone. Or optically and haptically, if a vibrating accelerator pedal is added to the warning. The regulation also allows the ISA system to have an exclusively haptic and active effect. Then the back pressure of the accelerator pedal is increased, for example. The driver has to press the pedal harder to maintain the speed. This option is particularly important for Tesla. Because in many of the e-automaker’s cars there is no display in the driver’s direct field of vision, the large touchscreen is located in the middle of the dashboard.

The EU regulation also allows the system to be interpreted more strictly. If the vehicle is driving too fast, the fuel supply could be throttled or the engine power switched off completely in order to reduce the speed below the applicable limit. However, the brake is not used. The system must be offered free of charge for at least seven years. Thereafter, the manufacturer is free to charge fees for additional functions of the ISA technology.

ISA System Can Be Switched Off

Does the speed limit come through the back door with the intelligent speed assistant? The clear answer: no. Because the EU regulation stipulates, in addition to the ISA obligation, that motorists should keep control of their vehicle at all times. That means: The warnings of the ISA system can be ignored or even overruled – for example by pressing the accelerator pedal hard. In addition, the system must be able to be switched off, at least for the duration of a car journey. When the vehicle is restarted, it is active again.

ISA is not an autonomous technology. As the name suggests, it is an assistance system that supports the driver and informs him of the speed limit if he is not aware of it. In order for intelligent speed assistants to have a positive and lasting effect on road safety, the drivers have to accept them and use them.

Criticism Of Lax Interpretation

Various associations are skeptical that the new regulation will guarantee this. You accuse the EU Commission that the design of the regulation was dictated too heavily by the car lobby. Background: The Association of European Automobile Manufacturers (ACEA) had already expressed criticism in 2018 about the plan to make an intelligent speed assistant mandatory in new cars.

“In practice, ISA systems still display too many false warnings due to incorrect or outdated information about speed limits,” the association said at the time. The manufacturers seem to have prevailed with their concerns, the ability to switch off the system indicates this. The ADAC also considers the system to be “currently not sufficiently tested and mature.” The envisaged shutdown option is therefore useful.

The International Federation of Pedestrians, on the other hand, the advocacy group for pedestrians, sees it very differently. She regrets that »the technical committee has given in to the massive lobbying work of the vehicle manufacturers«.

The European Transport Safety Commission (ETSC) has made a similar statement. She criticizes that a system is considered sufficient that warns acoustically and visually of speeding for only a few seconds. According to our own studies, these signals are only perceived by drivers as annoying and are therefore ignored or switched off. The conclusion of the ETSC: “A switched off system has no security advantage.”

These black boxes are the same ones installed into all commercial aircraft to track what specifically happened during the flight, if investigators need to determine a cause for an incidence or crash. Of course, on 9/11 when the planes crashed into the World Trade towers, investigators could not find these indestructible boxes, but found fingernail fragments…

Anyways, this demonstrates the ever-increasing tyranny that quietly is showing up on an unsuspecting people who don’t care and like being oppressed many times over. In America some insurance companies offer miniature car trackers you plug into the dashboard, in order to get “better” deals and incentives on payments. But this is now being mandating a silent form of social credit if you drive to fast, brake too much, fender-benders, drive drunk, texting, your name it.

  • When I was lost I used to watch a show called Doctor Who and I kid you not they had similar boxes in that episode in people’s cars. Some alien race kept track of people with those boxes and in the end poisoned people with gas if I’m not mistaken. Crazy how a lot of things from television is showing up in real life.
