Mayor Junard “Ahong” Chan of Lapu-Lapu passed an executive order, No. 2021 – 040, on the pretense of a surge in new cases in the city that has less than half a million – on Monday banning the unvaccinated from entering supermarkets, department and convenience stores, and other grocery shops.
