AUTHOR’S NOTE: If you needed yet another reason to reject the covid-19 vaccine, here it is. This “pandemic” has all been designed and planned in detail years and years in advance. The actions taken by the world governments have happened because the people allowed it to happen. A great article was released in mid-October showing the various statements for those enlisted in Operation Warp Speed, created under the Trump Administration. I will be quoting a lot from said article. And then just days ago, to add onto this, the US Department of Defense has also released information on how they plan to track and control the people. Share this article with all that you know. We must stand up and fight against this by bringing more attention to it, to stop the spread – of propaganda and tyranny!
The “vaccine czar” and “captain” of the secretive Operation Warp Speed (OWS), Moncef Slaoui, gave a rare interview in mid-October about the distribution of the covid-19 vaccine.
In an interview with the Wall Street Journal, Slaoui revealed that the recipients of a covid vaccine will be monitored via “incredibly precise . . . tracking systems” that will “ensure that patients each get two doses of the same vaccine and to monitor them for adverse health effects.” Slaoui also noted that tech giants Google and Oracle were contracted to help in the data collection process. He did not specify in what ways other than they will be used to “collect and track vaccine data.”
The day before that particular interview, another interview conducted with the New York Times referred to this “tracking system” as a “very active pharmacovigilance surveillance system.” In September, he was interviewed by the journal Science, and he referred to this system only as “a very active pharmacovigilance system.” He added that this system would make “make sure that when the vaccines are introduced that we’ll absolutely continue to assess their safety.”
In mid-September, two official OWS documents were released that revealed how most of the US would have to be vaccinated; and those that are, will be monitored for 24 months. In one of the documents released, state that “… the long-term safety of these vaccines will be carefully assessed using pharmacovigilance surveillance and Phase 4 (post-licensure) clinical trials,” because of new unlicensed vaccine production methods.
The key objective of pharmacovigilance is to determine each vaccine’s performance in real-life scenarios, to study efficacy, and to discover any infrequent and rare side effects not identified in clinical trials. OWS will also use pharmacovigilance analytics, which serves as one of the instruments for the continuous monitoring of pharmacovigilance data. Robust analytical tools will be used to leverage large amounts of data and the benefits of using such data across the value chain, including regulatory obligations.
Matt Hepburn, OWS’s vaccine coordinator and former program manager for DARPA (Defense Advanced Research Projects Agency), stated in article released by the New England Journal of Medicine that “because some technologies have limited previous data on safety in humans, the long-term safety of these vaccines will be carefully assessed using pharmacovigilance surveillance strategies.”
This monitoring will also be helped with cooperation with the Food and Drug Administration (FDA) and the Centers for Disease Control and Prevention will involve ” 24 month post-trial monitoring for adverse effects.”
Also part of the document released by OWS, it lists their four tenants of “traceability.” It has three goals listed: “confirm which of the approved vaccines were administered regardless of location (private/public)”; to send a “reminder to return for second dose”; and to “administer the correct second dose.
A CDC document further explains the additional second dose:
For most Covid-19 vaccine products, two doses of vaccine, separated by 21 or 28 days, will be needed. Because different Covid-19 vaccine products will not be interchangeable, a vaccine recipient’s second dose must be from the same manufacturer as their first dose. Second-dose reminders for vaccine recipients will be critical to ensure compliance with vaccine dosing intervals and achieve optimal vaccine effectiveness.
That same CDC document also refers to another document published in August of this year by the John Hopkins Center for Health Security. This is the same John Hopkins that is associated with Event 201 and Dark Winter Simulations. The document refers to Thomas Inglesby, a co-organizer for the Dark Winter Simulations, stated that existing “passive reporting” systems managed by the CDC and FDA should be retooled to create “an active safety surveillance system directed by the CDC that monitors all [Covid-19] vaccine recipients—perhaps by short message service or other electronic mechanisms.”
AUTHOR’S NOTE: For those who are not acquainted with what a ‘Dark Winter’ is, I urge to take a glance at our article explaining what that is. As for Event 201, this was another simulated event by many of the same organizations heavily involved in the “pandemic” right now. They discussed the release of a new coronavirus. All that has occurred was played out in their tabletop discussions. “Fact checkers” of course have said that this event, and others like it, have zero relation whatsoever, it is completely coincidental. You can watch them at length on YouTube.
Though the FDA is involved according to the documents, the FDA was left out of many of the OWS meetings. They have stated they are allowed to interact with the companies that are developing products for OWS.
However, a “firewall has been set up by the FDA. This firewall has acted as preventative limiting the number of staff to get involved and have any real knowledge of what is going on. Janet Woodcock, the FDA’s director of the Center for Drug Evaluation and Research, is the only FDA official listed as having any kind of involvement. It appears she is the one managing this “firewall.” Woodcock describes herself as a long-time advocate of “big-data.”
Woodcock has been given a temporary leave of absence to work with OWS. In her place, Pratrizia Cavazzoni, a former executive for Pfizer, who has produced an “effective” covid vaccine, says she is “very aligned with Janet and where the agency is going.”
According to a report done by The Last American Vagabond,
“$6 billion in Warp Speed contracts awarded to vaccine companies were made through Advanced Technology International (ATI), a government contractor that works mainly with the military and surveillance technology companies and whose parent company has strong ties to the CIA and the 2001 Dark Winter simulation. HHS, which is supposedly overseeing Operation Warp Speed, claimed to have “no record” of at least one of those contracts. Only one Warp Speed vaccine contract, which did not involve ATI and was awarded directly by HHS’s Biomedical Advanced Research and Development Authority, was recently obtained by KEI Online. Major parts of the contract, however, including the section on intellectual property rights, were redacted in their entirety.
If the Warp Speed contracts that have been awarded to Google and Oracle are anything like the Warp Speed contracts awarded to most of its participating vaccine companies, then those contracts grant those companies diminished federal oversight and exemptions from federal laws and regulations designed to protect taxpayer interests in the pursuit of the work stipulated in the contract. It also makes them essentially immune to Freedom of Information Act (FOIA) requests. Yet, in contrast to the unacknowledged Google and Oracle contracts, vaccine companies have publicly disclosed that they received OWS contracts, just not the terms or details of those contracts. This suggests that the Google and Oracle contracts are even more secretive.
From the NSA to the FDA: The New PRISM
The previously mentioned OWS document discusses how this pharmacovigilance system will be newly developed. It will be “buil[t] off of existing IT [information technology] infrastructure” and will fill any “gaps with new IT solutions.” It then notes that “the Covid-19 vaccination program requires significant enhancement of the IT that will support enhancements and data exchange that are critical for a multi-dose candidate to ensure proper administration of a potential second dose.” The document also states that all data related to the OWS vaccine distribution effort “will be reported into a common IT infrastructure that will support analysis and reporting,” adding that this “IT infrastructure will support partners with a broad range of tools for record-keeping, data on who is being vaccinated, and reminders for second doses.”
The most likely existing system will be ‘Sentinel.’ Sentinel was developed during the N1H1 outbreak in 2009. Sentinel is also a public-private partnership involving the FDA, private business, and academia.
According to Sentinel’s website, their “main goal is to improve how FDA evaluates the safety and performance of medical products” through big data, with an additional focus on “learning more about potential side effects.” Media reports describe Sentinel as “an electronic surveillance system that aggregates data from electronic medical records, claims and registries that voluntarily participate and allows the agency to track the safety of marketed drugs, biologics and medical devices.”
Reports have shown that Woodcock and Cavazzoni are both aggressively and actively wanting to expand Sentinel even more.
Sentinel has many other partners working with them as well, described as to “provide healthcare data and scientific, technical, and organizational expertise.” This includes tech giant IBM, major US health insurance companies such as Aetna and Blue Cross Blue Shield. Sentinel’s Innovation Center, which is described as a “test bed to identify, develop, and evaluate innovative methods,” – is partnered with Amazon, Microsoft, and General Dynamics. Sentinel’s Community Building and Outreach Center is managed by Deloitte consulting, one of the world’s largest consultancy firms, who seeks to fill its ranks with as many former CIA agents as it can.
The Sentinel system’s specific surveillance program aimed at monitoring vaccine effectiveness is known as the Post-licensure Rapid Immunization Safety Monitoring Program, better known as PRISM. Sentinel’s PRISM was “developed to monitor vaccine safety, but [to date] has never been used to assess vaccine effectiveness.” PRISM was initially launched alongside the Sentinel Initiative itself in 2009 “in response to the need to monitor the safety of the H1N1 influenza vaccine” after it was licensed, marketed, and administered. Yet, as previously mentioned, PRISM has yet to be used to assess the effectiveness of any vaccine while quietly expanding for nearly a decade, which implies that the stakeholders in the Sentinel Initiative have a plan to implement this “safety surveillance system” at some point.
PRISM “is a code name for a program under which the United States National Security Agency collects internet communications from various U.S. internet companies.” It should be important to note that the NSA and the Department of Homeland Security (DHS) are offcially involved in developing this “pharmacovigilance surveillance system.” This means even more military involved in this operation.
Google is well known for its cozy relationship with the NSA, including its PRISM program, and they have also backed NSA-supported legislation that would make it easier to surveil Americans without a warrant. Similarly, Oracle is a longtime NSA contractor and also has ties to the CIA dating back to its earliest days as a company, not unlike Google. Notably, Oracle and Google remain locked in a major legal battle over copyright issues that is set to be heard by the Supreme Court in the coming weeks and is expected to have major ramifications for the tech industry.
Total Information Awareness
After 9/11, the US military attempted to create a surveillance program that was so invasive and controlling, congress actually disbanded it. It is known as Total Information Awareness (TIA). It would be operated by DARPA. It was intended to survey terrorist attacks, bioterrorism, and disease outbreaks.
Before it was disbanded, TIA sought to collect Americans’ medical records; fingerprints; gait, facial, and iris biometric data; drug prescriptions; and even DNA in addition to citizens’ financial, travel, and media-consumption habits. TIA, not unlike Operation Warp Speed, was a “public-private partnership” managed by the DOD and partnered with the NSA, the CIA, and other intelligence agencies as well as the private sector and academia.
Even though congress officially defunded the program, it was later found that TIA was never actually shut down, with its various programs having been covertly divided among the web of military and intelligence agencies that comprise the US national security state.
It is important to notice that virtually the same thing is being enacted with OWS, and yet the media and politicians have been silent about, and have touted these actions as the only way to stop the crisis.
The national security state has carefully learned from and studied its past failures, while many Americans, in contrast, continue to place their trust in the very agencies and government entities that have lied the country into multiple wars, tortured and maimed countless civilians abroad, produced a series of failed states in order to plunder their resources, and are currently facilitating the pillaging of the American economy by Wall Street and the Federal Reserve under the guise of “relief.”
Allowing these same entities to surveil and track a majority of Americans and to use the country’s population as guinea pigs for unlicensed, understudied, and experimental vaccine technologies is a clear recipe for disaster. At the same time, it would also enable a surveillance panopticon so dystopian and far reaching that Americans stand to lose not only their few remaining civil liberties but even sovereignty over their own bodies.
The total-surveillance agenda that began with TIA and that has been resurrected through Warp Speed predated Covid-19 by decades. Its architects and proponents have worked to justify these extreme and invasive surveillance programs by marketing this agenda as the “solution” to whatever Americans are most afraid of at any given time. It has very little to do with “public health” and everything to do with total control.
Tiberius Reigns Again
Several days ago, the US Department of Defense released an article on their website discussing their new system known as Tiberius.
Here is what the full article says:
While Star Trek’s Capt. James Tiberius Kirk said he grew tired of explaining the origins of his middle name, Operation Warp Speed officials are eager to highlight their version of Tiberius — a software platform designed to guide the distribution of a COVID-19 vaccine.
Tiberius was specifically developed for Operation Warp Speed — the collaborative effort led by the Department of Health and Human Services and the Defense Department to develop, manufacture and deliver safe and effective COVID-19 vaccines to Americans.
Incorporating information from a multitude of sources including the U.S. Census, Vaccine Tracking System and commercial logistics companies, Tiberius provides visibility of each effort within Operation Warp Speed — from manufacturing and allocation of vaccine to granular planning of vaccine administration sites to the provider level.
The jurisdictions — 64 U.S. states, territories and large metropolitan cities — work inside the Tiberius platform to decide where their allocated doses will go, from local doctors’ offices to large medical centers. These decisions are then sent to distributors to deliver vaccines across the country.
At the beginning of distribution, vaccine availability will be limited. Jurisdictions will be allocated doses based on their census-derived percentage of the U.S. population over the age of 18. As more vaccines become available from the manufacturers, Operation Warp Speed will continue to run the algorithm each week to determine how much vaccine each jurisdiction will receive.
Jurisdictions will determine, based on guidance from the Food and Drug Administration and emergency use authorization along with recommendations from the Centers for Disease Control and Prevention and the Advisory Committee on Immunization Practices, how to prioritize the administration of vaccines.
“The federal government is running the algorithm, but the states will make the decision as to where the doses go, and we will comply with their decision and get those doses to the final destination,” said Paul Mango, the deputy chief of staff for policy at HHS.
While it receives data from several outside systems, all of the information coming into Tiberius is de-identified, and no personal identifying or personal health information comes into the platform. Tiberius integrates the data related to manufacturing, supply chain, allocation, state and territory planning, delivery and administration of both vaccine products and kits containing needles, syringes and other supplies needed to administer the vaccine.
With information from both federal and local sources, Tiberius can provide a zip code-by-zip code view of priority populations, including frontline workers and nursing home residents.
Tiberius provides planning tools for states to optimize their allocation and distribution plans. Based on priority recommendations, Tiberius provides decision support to leaders around the country, drawing from the data which includes planning information provided by jurisdictions.
Once the vaccine ships, Tiberius will also be used to provide information updates for jurisdictional partners, said Deacon Maddox, Operation Warp Speed chief of plans, operations and analytics.
“Like most of America, public health professionals are working through the challenges brought on by quarantines, telework and social distancing,” Maddox said. “While the pandemic stresses both people and systems, our expertise and technology tools provide a disciplined and deliberate approach to prioritize vaccine delivery and ease the burden of public health officials throughout the nation.”
Tiberius came into full use over Labor Day weekend, and the federal government provided training materials for its users at the jurisdiction level. A help desk is available, as well as dedicated information technology personnel funded by HHS for each jurisdiction to address technical or training issues users experience with the system.

There is no coincidence at all whatsoever, that this “new” system is named after a Roman figured mentioned in the Bible. Tiberius was one the greatest Roman Caesars to have ever lived. This stuff is getting so blatantly obvious that they are now just waiving it in the masses faces; and yet, the masses are so delusional and blind to what is even happening.

This wicked and perverse world hasn’t the slightest inkling of what is occurring right before their eyes. Only some small pockets here and there can see some of what is going on. This absolute takeover and intrusion of our freedoms has begun to kick into warp-speed (pun intended). What was once feared and rejected, is now here to stay and is largely unopposed; but rather, welcomed and bewitched into thinking that the only way to stop the make-believe virus is to allow the military industrial complex to totally take over our lives.
What also really infuriates me are the knuckleheads that still chearlead for president Trump. It was TRUMP that initiated Operation Warp Speed. The HHS’s website says,
“President Trump’s vision for a vaccine by January 2021 will be one of the greatest scientific and humanitarian accomplishments in history, and this is the team that can get it done,” said HHS Secretary Alex Azar. “Dr. Slaoui and General Perna are ideal leaders for this unprecedented effort to get vaccines, therapeutics, and diagnostics to American patients much faster than ever before. Since January, America’s scientists and innovators have been working day and night on this national effort. President Trump has refused to accept business-as-usual timelines for vaccines and other essential tools, and instead has insisted that America, and the world, needs answers faster. Under the President’s leadership, his administration and American industry will squeeze every last inefficiency out of the process and pour every resource we can into this effort.”
To the Trump supporters out there reading this, I’d really like to know your thought process when supporting him. Maybe, just maybe, this all part of the “4-D chess” to “drain the swamp,” right?? I am being sarcastic of course. To be very blunt, the avid Trump supporters are simply, in the words of Lenin, “Useful idiots” – that are only furthering the predetermined agenda. I am sure myself, and other WinePress readers, will be labeled as closet liberals now!
